Step-by-Step Guide on How to Apply for Transfer Of Vehicle Ownership in Lucknow

After purchasing a old car, one is required to apply for RC transfer at the local RTO in Lucknow within 30 days of the date of purchase of the vehicle. One is required to follow the below steps for correctly completing the process of ownership change-

Step 1 – Procurement of No Objection Certificate (NOC) From The Traffic Department: (Required if seller and buyer of used car reside in different RTO area)

If the used car you have purchased is not registered in local RTO, you will be required to obtain a NOC from the RTO in the area where the car is registered. Also, if the car purchased by you isn’t registered in Uttar Pradesh, you will have to start the RC transfer process by first de-registering the car at its original RTO through the following process-

  • In case the car is not registered in any of the RTOs in Lucknow, you will need to also obtain a Form 29 from the original RTO.

Step 2 – Visit The RTO With Required Documents

Once the NOC has been obtained, the new owner can approach the RTO with the following documents-  

  • Original  RC
  • Dully filled Form no.29
  • Dully filled Form no.30
  • Copy of valid insurance
  • Copy of valid pollution under control certificate
  • Copy of Residential Certificate (voter card/ passport/ telephone/electricity bill/ ration card) etc. attach any  two  
  •  attested copies.
  • Crime  Report of N.C.R.B.

Step 3- Submission Of The Documents

The new owner of the second-hand car should next provide the above documents to the Lucknow RTO and pay the fee. After obtaining the NOC from the original state, the owner of the used vehicle can initate the process of re-registration at Lucknow RTO.

Step 4 – Vehicle Re-Registration After Interstate Transfer: (Required if the vehicle is from different state)

Following are the documents required for re-registration:

  • Original RC from another state
  • Form 20
  • NOC from previous RTO
  • Form 27
  • Form 33
  • Attested copy of address proof
  • Attested copy of the valid driving license of car owner
  • Attested copy of PUC Certificate
  • PAN Card, Form 60, or Form 61
  • Passport-size photos of the applicant
  • Lending bank NOC if the vehicle is under a loan

After submitting the above documents, the newly issued registration number is allotted in a few weeks.

Step 5 – Payment Of Road Tax

If the used car that has been brought is from a different state, it will be required to be re-registered in Lucknow RTO after being de-registered at the original place. In such a case, the new owner will have to pay the road tax to Lucknow RTO as per the original invoice of the vehicle. The new owner can also claim a refund from the original state. The refundable amount will be based on the age of the vehicle and will be lower than the original amount paid as road tax to the earlier state. The refund process can be started by submission of the following documents –

  • Application for road tax refund
  • Updated and signed Form 16, which is essentially the applicant’s salary certificate from the employer
  • Copy of the new registration certificate
  • Copy of the old registration certificate
  • Insurance policy with new registration number
  • Proof of ID
  • Address proof

Documents Required for Transfer of Vehicle Ownership in Lucknow
