The Home Ministry issued the Unlock 4.0 guidelines on 29 August, that allows people to use their personal vehicle for interstate and inter-district travel without an E-pass; operations of metro trains from 7 September; and permission for political, social and religious gatherings of up to 100 people from 21 September
According to new guidelines, state governments and UT’s cannot impose any local lockdown outside the containment zones without prior consultation with the Central Government.
The unlock 4.0 guidelines come as a relief for many businesses and people who were waiting to drive to different parts of the country in their cars. Travel by road is now permitted without prior permission/travel pass from authorities. Traveling to different states or districts using public transport services like trains, buses, metros, and flights are also operational in most parts of the country following the safety SOP.
We can say that, if you have a personal car, you are free to travel/drive throughout India without restrictions. As for other means of transport, that might vary from state to state.
