What is the CSD Canteen Depot And Depot List?
The Canteen Stores Department (CSD), commonly known as Army Canteens, provides subsidised goods to Defence personnel, extending beyond household items, medicines, and liquor. These canteens also facilitate the purchase of cars.
With 35 CSD depots spread across the country, Defence personnel can conveniently buy vehicles from the nearest outlet. What's more, they enjoy the flexibility of registering their vehicles at any Regional Transport Office nationwide through these outlets.

CSD Car Eligibility in 2024
Individuals employed in the defence sector under the Government of India's payroll, including commissioned officers and ex-servicemen, have the privilege of purchasing cars through the Canteen Stores Department (CSD). Regardless of their rank, all commissioned officers and ex-servicemen from the Defence are eligible to avail of this facility.
Furthermore, they have the option to finance the vehicle through private or nationalised banks, making the process even more accessible and convenient for those serving or retired from the Defence sector.
There are, however, certain limitations when buying a car through the CSD. Defence Personnel up to Level 9 are entitled to buy a car only during their employment tenure and once post-retirement. A gap of 8 years has to be maintained between these two purchases.
Those serving in the defence sector at or above Level 10 can buy a new vehicle every 8 years even after retirement. Moreover, those serving at or above Level 10 can only buy cars with engines smaller than 2.5L or 2,500cc. In simple words, models like the Toyota Fortuner cannot be bought from the army canteen.

Similarly, the next best-seller - Maruti Suzuki Brezza, has a starting price of ₹7.47 lakh, which is considerably less than the regular ex-showroom price of ₹8.34 lakh.

The South Korean automaker’s most affordable offering, the Hyundai Grand i10 Nios, is priced at ₹5.17 lakh onwards for the Era trim. The ex-showroom price for civilians for the Era variant of the Hyundai Grand i10 Nios is ₹5.92 lakh. It goes up to ₹8.56 lakh for the range-topping Asta AMT trim.

Car Purchasing Process Through the CSD Canteen
Pre-sanction Process
- Once you have decided on the car you want to purchase, visit the local car dealership to check if the desired model is available through CSD outlets since not all models and trims are retailed through this channel. Also, ask the dealership if it is registered with CSD Depot.
- Once you've decided on the car model and variant, ask the dealership to generate a proforma basis CSD price list, including a complete cost break-up with details like road tax, insurance premium, and other charges if any.
- The proforma should also carry the Unique Index number of the model variant, along with the desired colour name. Moreover, the tentative delivery date should be mentioned on it.
- The next step involves receiving an Availability Certificate from the dealership. The certificate should mention the number of days required by the dealership to deliver the car once the booking is made. Without this, the CSD won’t approve the application.

- The filled application form with the required documents should be signed either by the Commanding Officer (if working) or sent to the Soldier Board or Zila Sainik Board (as applicable)

Points to Remember While Filling and Submitting Application Form for CSD
- Do not forget to mention your PAN Card Number and Grocery Number
- In case your previous car was purchased through CSD, then do mention its date of Purchase (please specify in case no car was purchased through CSD before)
- Mention complete Address, Service Number, and Date of Enrolment (and Date of Discharge for Ex-servicemen)
- Application to be duly signed by Commanding Officer / Zila Sainik Board / Station HQ as applicable (as is Competent Authority – referred in Application Form)
- While one copy of the application form will be forwarded to the Canteen Services Directorate, a duplicate copy will have to be submitted to the Canteen Services Depot (CSD) at the time of final preparation of documents for delivery of the car.
Post-sanction Process
- Keep the original sanction letter safe once the application has been approved
- Arrange Funds (you can also apply for a car loan if required)
- The DD should be made in favour of the “Canteen Stores Department, Public Fund Account (Main)”
- The Purchase Order (including Sale Letter, Supply Order Number, and Authority Letter) is then issued after scrutinising the documents
- Applicable Road Tax and Insurance Premium Payment has to be separately made by the Applicant at the dealership
Note: The Sanction Letter is valid for 90 days from the date of issuance. Also, if the car is on waiting, the minimum booking amount decided by the manufacturer can be paid. The rest of the payment can be made to the CSD once the dealer confirms the availability of the vehicle in the stock on his letterhead.

Eligible Profiles for Buying a Car through the CSD
CSD Canteen has specified the eligibility based on car engine size, price, and experience (basis updated rules specified in June 2019). Let's take a closer look at some of the criteria:
- CSD Personnel can buy a car once on the job and once in Retirement (up to Level 9).
- Level 10 and up can buy a car once in 8 years of Gap Difference
- Limit specified basis Car Cubic Engine Capacity and Car Price – basis CSD Pay Scale. It’s important to note that Car Price eligibility is exclusive of GST
- CSD has specified that there are no exceptions for all cars bought from June 2019 onwards

Guidelines To Make Online/Offline/Loan Payments On AFD Portal
- CSD accepts payments only from the beneficiary’s account. If any payment is made via other accounts, it will not be accepted and will be rejected by CSD depots. Also, cash transactions are not accepted by CSD.
- Beneficiary/defence personnel can only make payments through the gateways via their accounts. Direct bank transfers will not be accepted in any cases, except for loan payments.
Online Payments
The digital payments on the AFD CSD portals can be made via SBI e-Pay or PayGOC/Razorpay payment gateways, using the following payment modes:
- Credit/Debit CardUPI
- Net Banking
- Bank Transfer
Note - If the payment is over ₹10 lakh and is being made via the SBI e-Pay payment gateway, then it should be split into two different payments of ₹5 lakh each to overcome the ₹5 lakh limitation put by SBI on a single transaction.
Offline Payments
- If you wish to make an offline payment, then select Bank or Branch/Transfer mode and download the e-challan generated by the payment gateway, which mentions the Challan Number/Merchant Order Number/IFSC code/Virtual Account Number, along with the amount to be deposited through NEFT/RTGS.
- In case, the payment is being made through PayGov (Razorpay) gateway, the Virtual Account Number will be generated in the e-challan. The e-challan will further contain bank details of the RBL Bank (IFSC - RATN0VAAPIS, the 5th character is zero).
- The printout of the challan will have to be submitted to the bank with a request to process NEFT/RTGS as per the details on it.
- An e-challan can only facilitate one transaction, and in case the amount remitted fails to comply with the e-challan details, the payment will be rejected and a refund will be made back to the bank account.
Loan Payments
Loan payments can be directly made into the bank account of the CSD Head Office. However, the remaining balance, if any, will have to be paid through either offline or online payment methods.

Warranty and After-Sales Service
The warranty is not affected if a car is purchased through a Canteen Service Department Depot. The standard warranty that is being offered on the car from the manufacturer is also applicable to vehicles that are bought via the canteen outlets. For example, if a carmaker is offering 2-year and 50,000 km warranty on its vehicles, the same will be applicable to cars brought from CSD Depots.
