What is the Odisha One-Time Settlement Scheme?
The Commerce and Transport Department of the Odisha government has introduced a special scheme to recover outstanding e-challan dues. This is a one-time opportunity for all vehicle owners to clear their pending fines. This scheme is valid for all e-challans pending up to July 31, 2025.
Key Benefits of the Scheme:
This initiative provides significant relief by reducing fines for various offences. Here’s a quick look at the discounted rates:
Sl. No. | Section of MV Act | Offences | Amount of penalty prescribed under MV Act | Amount to be paid by the defaulters after exemption |

As per recent reports, Odisha has around 59 lakh e‑challans issued till July 31, 2025. Of these, 31 lakh ( nearly 52%) remain pending at RTO level; another 18 lakh are under court process.
Why is this scheme important?
The government aims to recover outstanding fines efficiently and encourage safer driving habits. This is a one-time deal. Once the six-month scheme expires, full penalties will be enforced, and vehicles with unpaid challans may face transactional restrictions, making it difficult to sell or transfer your vehicle.
After the scheme expires, full penalties as per the Motor Vehicles Act will apply. Vehicles with unpaid challans may face restrictions on sale or transfer, and other legal or administrative action may be taken.
