Maharashtra is one of India's largest EV markets, and its current policy is built to keep it that way. The Maharashtra Electric Vehicle Policy 2025 was issued as a Government Resolution on 23 May 2025 and applies from 1 April 2025 to 31 March 2030, replacing the state's 2021 policy. Its target is for 30 per cent of all new vehicles registered in the state to be electric by 2030.
The policy works on three levels. First, a purchase subsidy of 10 per cent of the vehicle's ex-factory price on electric two-wheelers, three-wheelers and private cars, with higher rates for commercial vehicles. Second, a complete exemption from motor vehicle tax and registration fees for every EV registered in the state. Third, toll-free travel for electric cars and buses on three of Mumbai's busiest expressway routes.
Unlike Delhi or Odisha, you do not apply for the subsidy yourself. The manufacturer claims it from the state and passes it on as a lower price on your invoice. Subsidies are limited to a fixed number of vehicles in each category, given on a first-come basis. Two-wheeler buyers also get the central PM E-DRIVE incentive on top.
This guide covers each benefit, what you save on popular EVs, who qualifies and how the claim works. For a comparison with other states, see our guide to state-wise EV subsidy in India.

EV subsidy amounts in Maharashtra by vehicle type
The subsidy is a percentage of the ex-factory price, which is the manufacturer's selling price before dealer margin and taxes. Each category has a maximum amount and a cap on the number of vehicles covered.
| Vehicle type | Subsidy | Maximum per vehicle | Vehicles covered |
| Electric two-wheeler (L1, L2) | 10% | ₹10,000 | 1,00,000 |
| Passenger electric three-wheeler (L5M) | 10% | ₹30,000 | 15,000 |
| Goods electric three-wheeler (L5N) | 15% | ₹30,000 | 10,000 |
| Private electric car (non-transport M1) | 10% | ₹1.5 lakh | 10,000 |
| Electric taxi or fleet car (transport M1) | 15% | ₹2 lakh | 25,000 |
| Light goods carrier (N1) | 15% | ₹1 lakh | 10,000 |
| Electric tractor or harvester | 15% | ₹1.5 lakh | 1,000 |
Electric buses and heavier goods carriers also qualify, with caps of up to ₹20 lakh. EVs sold on a battery subscription, where you do not own the battery, are also eligible.
Road tax and registration fee exemption in Maharashtra
Every EV sold and registered in Maharashtra during the policy period is fully exempt from motor vehicle tax. The fees for issuing and renewing the registration certificate are waived too. The exemption has no price ceiling, and it does not depend on whether the subsidy quota for your category is still open.
This waiver is larger in Maharashtra than in most states, because the state's road tax is high. Since July 2025, a privately owned petrol car pays one-time tax of 11 per cent up to ₹10 lakh, 12 per cent between ₹10 lakh and ₹20 lakh, and 13 per cent above ₹20 lakh. Diesel cars pay 2 percentage points more. An EV pays none of it.
A proposal in the March 2025 state budget would have levied 6 per cent tax on EVs priced above ₹30 lakh. It was withdrawn within weeks, so premium EVs remain fully exempt.
Toll waiver and other benefits
Passenger electric four-wheelers and electric buses are exempt from tolls on three roads:
- The Mumbai-Pune Expressway
- The Samruddhi Mahamarg (Mumbai-Nagpur)
Atal Setu (the Mumbai Trans Harbour Link between Sewri and Nhava Sheva)
Electric goods carriers are not covered, and two-wheelers and three-wheelers are not allowed on these expressways in any case. Atal Setu went toll-free for EVs in August 2025, while collection on the other routes took longer to stop. The waiver works through your FASTag, so check your statements; if a toll is still deducted, raise it with your FASTag issuer.
The policy also supports charging. Public charging and battery-swapping stations get concessional electricity tariffs, highways are to have a charger every 25 km, and all new residential buildings must provide EV-ready parking.
Popular EVs and how much you save in Maharashtra
These are rough estimates for popular variants, assuming the subsidy quota for the category is still open. The state subsidy is estimated on an ex-factory price of about 90 per cent of ex-showroom, and road tax at the petrol rates above. Vehicle prices are left out because they change too often to stay accurate; your invoice will show the exact subsidy.
Electric two-wheelers
| Model (variant, battery) | Central PM E-DRIVE | Maharashtra subsidy | Total cash incentive |
| TVS iQube (3.5 kWh) | ₹5,000 | ₹10,000 | ₹15,000 |
| Bajaj Chetak C3502 (3.5 kWh) | ₹5,000 | ₹10,000 | ₹15,000 |
| Hero Vida VX2 Plus (3.4 kWh) | ₹5,000 | ₹10,000 | ₹15,000 |
| Ather Rizta S (2.9 kWh) | ₹5,000 | ₹10,000 | ₹15,000 |
| Ola S1 X (4 kWh) | ₹5,000 | About ₹9,000 to ₹10,000 | About ₹14,000 to ₹15,000 |
Road tax and registration fees are waived on top. Petrol two-wheelers pay one-time road tax of roughly a tenth of their cost in Maharashtra, so the waiver adds a five-figure saving on most scooters in this class.
Electric cars
| Model (variant, battery) | Maharashtra subsidy (approx.) | Road tax saving (approx.) | Total saving (approx.) |
| Tata Punch EV (40 kWh) | ₹1.0 lakh to ₹1.1 lakh | ₹1.3 lakh to ₹1.5 lakh | ₹2.3 lakh to ₹2.6 lakh |
| Tata Nexon EV (45 kWh) | ₹1.25 lakh to ₹1.35 lakh | ₹1.7 lakh to ₹1.8 lakh | ₹3.0 lakh to ₹3.2 lakh |
| MG Windsor EV (52.9 kWh) | ₹1.5 lakh | ₹2.2 lakh to ₹2.3 lakh | ₹3.7 lakh to ₹3.8 lakh |
| Mahindra XEV 9e (59 kWh) | ₹1.5 lakh | ₹2.8 lakh to ₹3.0 lakh | ₹4.3 lakh to ₹4.5 lakh |
Private cars get no central PM E-DRIVE incentive. If you buy the Windsor EV or XEV 9e on a battery subscription, the subsidy is calculated on the lower vehicle-only price, so it will be smaller. Regular users of the toll-free expressways save further on every trip.
Who is eligible for EV subsidy in Maharashtra
The subsidy goes to the buyer, but most of the conditions sit with the vehicle and the manufacturer.
Vehicle conditions
- Sold and registered in Maharashtra. The vehicle must be bought from a dealer in Maharashtra and registered with a Maharashtra RTO. Buying in another state and registering here does not qualify for the subsidy.
- Manufacturer registered with the state. The manufacturer must either build vehicles in Maharashtra or be registered to sell EVs under the policy. The dealer can confirm this for your model.
- Eligible category. The vehicle must fall in one of the categories listed above. Private cars come under non-transport M1, with a cap of ₹1.5 lakh.
Quota still open. Each category covers a fixed number of vehicles. Once a category's quota is used up, new buyers in that category get no subsidy, even though the policy is still valid. The road tax exemption continues regardless.
Buyer conditions
- Registration in your name in Maharashtra. The RC must be issued in Maharashtra.
- Correct invoice. The subsidy must appear as a deduction on the tax invoice. If it does not, ask the dealer before you pay.
Two-wheeler buyers. For the central incentive, you also need Aadhaar for the PM E-DRIVE e-voucher, and PM E-DRIVE supports one EV of a category per individual.
How to claim EV subsidy in Maharashtra
There is nothing to apply for online as a buyer, because the claim is filed by the manufacturer through the state's EV portal. You receive the subsidy as a lower purchase price at the dealership. The road tax exemption is applied automatically at registration.
- Choose an eligible model. Ask the dealer to confirm that the variant qualifies under the Maharashtra EV Policy 2025 and that the category quota is still open.
- Complete the PM E-DRIVE e-voucher. For a two-wheeler, finish the Aadhaar face authentication at the dealership. The central ₹5,000 is deducted from the price.
- Check the invoice. Both the central incentive and the Maharashtra subsidy should appear as separate deductions.
- Register the vehicle. The dealer registers it with the RTO, and the motor vehicle tax and registration fee should show as zero.
- Keep your documents. Hold on to the invoice, RC and insurance papers in case the claim needs verification later.
For cars, link FASTag correctly. Make sure your FASTag is linked to the vehicle's registration, so the expressway toll waiver works.

EV subsidy in other states
Maharashtra's policy is considerably more generous than neighbouring Gujarat's at present. Gujarat currently pays no purchase subsidy and has only proposed a road tax waiver, as explained in our guide to EV subsidy in Gujarat. For other states:
