The Canteen Stores Department (CSD) is a solely-owned Government of India enterprise under the Ministry of Defence. India is home to as many as 34 CSD depots across cities like Ahmedabad, Bagdogra, Delhi, Jaipur, Kolkata, and Mumbai, to name just a few. It is operated by the Indian armed forces, and offers a select portion of the Indian population access to subsidised rates on food, medical items, household necessities, and even cars.
The people eligible to purchase CSD cars are serving and retired armed forces personnel, widows of military personnel, ex-servicemen, and defence civilians.
Eligibility Criteria for Purchasing a Vehicle from CSD
The Canteen Stores Department has a fixed eligibility criterion for four-wheelers that can be accessed by retired armed forces personnel, widows of military personnel and ex-servicemen. This includes a pay band, a maximum cost (excluding taxes) for the vehicle, and even how many vehicles and how often they can be purchased.

Step-by-Step Process to Buy Cars Through CSD Canteen
Buying a car through the CSD depots situated across the country gives you a more affordable entry point to a lot of vehicles. However, before you consider buying a vehicle via the CSD route, you have to ensure that you meet the eligibility criteria. If you meet all the requirements, the process of availing the CSD’s subsidised rates is straightforward. Simply make sure you complete the following steps:

1) Visit the official CSD AFD portal and create an account with your personal and contact details.
2) Once your account is verified by the CSD authorities after checking details, you will receive an account approval email and SMS on your registered email address and mobile number, respectively.
3) Contact the authorised CSD dealer in your area to check the availability of the vehicle model and to get an availability certificate. Keep the required documents ready to place an online order for a car.
4) Log in to the CSD AFD portal using your username and password.
5) Choose the car model (for which you have taken a car availability certificate) and brand of your choice from the available options in the CSD car price list on the portal.
6) Select the State, CSD depot, and CSD dealer in your area from the list of available options.
7) Fill in the required details and recheck the auto-filled personnel details, including personal information, contact details, and eligibility documents such as PAN card, Aadhaar card, Pension Payment Order (PPO) and Pension Slip.
8) Pay the amount online through the secure payment gateway provided on the CSD AFD portal.
9) After the payment is received, the CSD AFD online portal will process your order and issue an LS order after verification. This will take approximately a week or less.
10) Once the LS order is in, you can go to your authorised dealer and collect your vehicle.
Points to Note while Filling and Submitting an Application Form for CSD
There are a few points that should be kept in mind while filling out a CSD application form, namely:
1) Pan card and grocery numbers are mandatory.
2) If your previous car was purchased through CSD, then its date of purchase is required. If there have been no previous purchases, you should specify as much. It is best not to leave the section blank.
3) Similarly, the following fields should not be left blank: Address, Service Number, Date of Enrolment and Date of Discharge (if applicable).
4) There is no separate priority list. Only if you meet the eligibility criteria will you be allowed to avail the CSD’s subsidised rates.
Guidelines to Make Online/Offline/Loan Payments on AFD Portal
The Comprehensive Service Delivery (CSD) Armed Forces Department (AFD) team has revised the online payment process procedure with the aim of making it more efficient for users to make payments. This updated system streamlines the acquisition of AFD items and also allows for the loan payment process.
This system helps ensure that all details are accurate and in compliance with regulations before any funds are exchanged. The revised full and loan payment system is segmented into four parts: User Registration and Login, Demand Generation without Payment, Depot Approval and Demand Payment, and URC Approval and Product Delivery.
An important update to the payment process involves a significant change where immediate payment for the selected product is not required. Upon selecting a product, a Demand Generation request is promptly initiated, setting in motion a meticulous review process by the Original Equipment Manufacturer (OEM) and Depot for final approval.
Each demand is scrutinised and validated by the respective depot before progressing further. Once the depot accepts the demand, a secure payment link is promptly generated and sent to the customer for the completion of the purchase transaction. However, in the event of a rejection by the Depot, the purchase request is promptly declined by the Customer Service Department’s Authorisations and Fraud Detection team to ensure the integrity of the payment process.
The CSD AFD Online Payment Process serves as a facilitator for the acceptance of bank loans.
