drive a vehicle to first hold a driving licence. However, in order to obtain a
driving licence, you must have a learner’s licence first. Fortunately, there
are 2 ways to apply for a learner’s licence in Goa. There is an online and
offline process which involves the applicant filling in the forms and attaching
the required documents. The application fees must be paid before a learner’s

where you can download the required forms. After filling in the forms, the
applicant will have to scan and attach the requested documents. The application
fee can also be paid online and then the applicant must choose a date and time
slot to appear for the learner’s licence test at the RTO. If the test is

Offline Application
For those people who believe in doing things the traditional way, the offline process is perfect for them. Here, the applicant must visit the RTO in their respective state/city. The application and other forms can be found at the RTO itself. Once the forms are filled in correctly, the applicant will have to attach copies of the documents listed in the forms. Before submitting the forms, the applicant must make the payment for the application and select a date and time to appear for the learner’s licence test. On the chosen date, the applicant will have to visit the RTO once again to give the learner’s licence test. Only if the test is cleared by the applicant, will the RTO issue the learner’s licence either immediately at the RTO or have it delivered to the registered address.

Learning Licence Test Procedure in Goa

must select a date and time to appear for the learner’s licence test at the
